In late 2008, the SPIN Standing Committee determined that the current SPIN map needed updating in order to better fit today's Soutlake landscape. This page will be used to track the progress of the SPIN Map Revision Project.

The SPIN Map Revision Committee held their first meeting, resulting in the following themes for revision for the Planning Department to use in generating several alternatives:
- Attempt to use the major arteries as spines to neighborhoods rather than boundaries as those who live in neighborhoods off of those arteries probably share similar neighborhood interests with one another.
- Attempt to fashion the neighborhoods so that each has comparable amounts of homes.
- Keep subdivisions together (do not draw a boundary line so that subdivisions are split).
- Combine SPINs 1 and 2 - this is due to the small number of residents in each of these neighborhoods.
- Eliminate SPIN 7 due to the small number of homes in this area - probably combine with SPIN 8 .

Clayton Comstock, City Planner, provided seven alternatives for the SPIN Standing Committee to review.
Below is a brief explanation (provided by Clayton Comstock - City Planner) on the thought process behind the design of each option.You can click on the links below to view the maps.
Option 1 (7 SPIN Neighborhoods) - click here to view
The goal here was to get all of Timarron in the same SPIN Neighborhood, which totals approximately 1,500 households. Once that was accomplished, I tried to design the remainder of the SPIN Neighborhoods to have comparable populations. As a result, each SPIN Neighborhood has at least 1,000 households. This plan eliminates SPIN 7 and consolidates the north side, two goals discussed in Subcommittee in November.Option 2 (7 SPIN Neighborhoods) - click here to view
This was an option developed to show the extreme of using major east-west arterials as borders between SPIN Neighborhoods. There are geographic advantages to such borders but little else.Option 3 (9 SPIN Neighborhoods) - click here to view
The intent here was simply to consolidate some of the original 16 SPIN Neighborhoods, with some minor changes included. You'll see that SPIN 15 was unchanged, 6 SPIN Neighborhoods south of Southlake Blvd were condensed into 3; 4 SPINs north of Southlake Blvd were condensed into 2; and 5 SPINs north of SH114 were condensed into 3 (a number generally agreed upon at the subcommittee meeting). You'll also notice that Carroll Blvd, White Chapel Blvd, Byron Nelson Pkwy, and S. Peytonville Ave were all used as "spines" of the SPIN instead of borders.Option 4 (10 SPIN Neighborhoods) - click here to view
Much like Option 2, this option takes using major north-south arterials as borders to the extreme. This was developed simply for comparative purposes, although some ideas may be generated from this option, it is likely not viable.Option 5 (11 SPIN Neighborhoods) - click here to view
This one shows some of the more unique border options on the south side. I began this option by finding the estimated future size of a possible Estes Park/Carillon SPIN Neighborhood (approximately 700 households) and tried to create all other SPINs with comparable populations. I personally think this or Option 3 shows the best alignment for the north side of town. This also divides Timarron north/south instead of east/west - with Bryon Nelson Pkwy being the common denominator for those to the north and the golf course being the common denominator for those residents to the south.Option 6 (13 SPIN Neighborhoods) - click here to view
There are only a few differences between this option and the existing SPIN Neighborhood boundaries. SPINs 1 & 2 are combined into one, SPINs 7 & 8 are combined into one, and the boundaries between 9e, 9w, 14, and 16 are redrawn to represent 3 SPINs instead of 4.Option 7 (16 SPIN Neighborhoods) - click here to view

During this period each small group took 10 minutes to review each proposed map and make a list of pros and cons for each map. Those lists were then reported to the entire group. - Large Group Discussion and Determination
A general discussion was held about the points brought up during the breakout session and a go-forward plan was developed - see below for thatplan and future meeting dates.

Meeting: Joint City Council and SPIN Standing Committee Meeting

Purpose: Review and provide feedback on 2 to 3 scenarios for the SPIN Map Revision.

Meeting Outcome:
- The SPIN Standing Committee voted to combine Options 8 and 9. The segment north of SH114 in Option 8 will be combined with the segment south of SH114 in Option 9.
Proposed Final Recommendation - After discussing some additional options for representation (such as the creation of additional at-large members) that would require revisions to the SPINOrdinance,the Standing Committee has appointed a committee to make recommendations on amendingthe ordinance. That committee will meet in March. Once those recommendations are finalized, the revisionsto the map and ordinance will be presented first at a SPIN meeting and second to council for approval.
