Kevin Hugman, Director of Human Resources
As the Director, Kevin Hugman has the responsibility of ensuring the Human Resources Department meets the needs of the organization and its employees through sound policies and programs that make Southlake a respected employer and a great place to work.
Mr. Hugman has been an integral part of the city of Southlake staff since 1993. He initially served as assistant to the city manager and other positions in the city managers office for five years. He then led the Community Services department for four years. In 2002, he became director of Human Resources. Since then, his primary goal has been to guide the department in its efforts to develop and maintain a skilled and satisfied workforce to better serve the citizens of Southlake.
Under Mr. Hugman’s leadership, the Southlake HR department is responsible for all aspects of recruiting and retaining quality employees for the city. This includes identifying job requirements, recruitment strategies, employee benefits and compensation, as well as managing employee relations, training and development. During Mr. Hugman’s tenure as director, the department has completed a comprehensive review and overhaul of its job classification and compensation system; implemented a number of new training and development initiatives; successfully balanced employee benefits with cost management; and developed a new performance appraisal system.
“Our department goal is to help make the city of Southlake a leading and dynamic employer, which in turn leads to a highly professional and qualified workforce that will make Southlake an even better community for our citizens,” said Mr. Hugman.
Mr. Hugman served in the U.S. Navy from 1980 to 1985 and is now retired as a Captain after 26+ years’ active duty and Reserves in the U.S. Navy. Prior to his employment with Southlake, he was an engineer with TXU Energy. He holds a Master of Public Administration degree from the University of Texas at Arlington. He is a member of the Society for Human Resource Management and the Texas Municipal Human Resources Association. He is also a founding member and former chair of the North Texas Municipal Alliance.
He is married with two grown children.
