Mobility & Master Thoroughfare Plan
The Mobility and Master Thoroughfare Plan (MTP) consolidates all the area plan recommendations for transportation and mobility in the context of the entire city and its region. The purpose of this plan is two-fold. The first is that it forms as a guide to all decision making as it pertains to the city's transportation network and second, the document is the city's official master thoroughfare plan that establishes future roadway network. This plan introduces the concept of "street typologies" to augment the functional classification of the city's roadways. Street typology designations apply over the functional classifications and they address design, context, and adjoining land use compatibility issues.

- Updated Functional Classification Map - This map includes the amendments to the Mobility and Master Thoroughfare Plan described below.
Amendments:
- Resolution 07-020 - Amendment to add the general alignment for "Village Center Extension East of Kimball Avenue" and the plan designation for North Kimball Avenue. Approved May 15, 2007.
- Resolution 08-006 - Amendment to remove the two lane undivided collector connecting North Peytonville Avenue to Shady Oaks Drive south of the Coventry Subdivision from the Mobility and Master Thoroughfare Plan maps. Approved February 19, 2008.
- Resolution 08-045 - Amendment to indicate the general alignment of Kirkwood Boulevard and amend the functional classification of North Carroll Avenue. Approved November 18, 2008.
- Ordinance 962 - Amendment to indicate the general roadway alignment, ultimate roadway cross section and right-of-way requirements for Kirkwood Boulevard in the vicinity of the Highland Street and Carroll Avenue intersection. Approved December 15, 2009
