Development Activity Report

Welcome to the Development Activity Report, a website developed to provide useful and timely information about all development cases in the city. The information provided in the report is not all inclusive, but rather establishes basic facts about a proposed application such as the location, type of request, zoning, and SPIN district.

Report Organization

The report is organized by the stage in the review process in which a case falls: Pre-Submittal/Re-Submittal cases, Formal Submittal includes Planning & Zoning Commission cases, City Council cases and Approved/Denied/Withdrawn cases. Because changes are often made during the review process, staff encourages you to follow any cases that interest you through final action.

Toll Brothers Inc. is requesting approval of a Zoning Change and Development Plan for Winfield Estates.  The purpose of the zoning change is to modify the fencing requirement on the south boundary and change the garage orientation regulations for the existing R-PUD Residential Planned Unit Development Zoning District.  There are no other changes proposed for the 9.14 acre 12 lot single family residential development located at the southwest corner of E. Zoning Change & Site Plan for Invitation Park

Visions Southwest is requesting approval of a zoning change and site plan to revise the currently approved “S-P-1” zoning and site plan which proposed two phases of office development totaling 90,000 square feet, north of the proposed Zena Rucker Road and South of E. Southlake Boulevard between S. Carroll Avenue and Byron Nelson Parkway.  The currently approved plans allow for three story “brownstone” style office buildings intended for general/professional office and medical office uses.  The proposed revision will change the most northeast building (Building 3) to a Nursing College use and building and two most southern office buildings (Previously Buildings 5 & 6, now Building 5) to a 90 bed personal care/assisted living facility.  The revised buildings are also three story and do not deviate from the architectural style of the previously approved buildings. However, the applicant has withdrawn the 90 bed personal care/assisted living facility use from the zoning request.

Zoning Change & Site Plan for City of Southlake Department of Public Safety North Training Facility

On behalf of the City of Southlake, RPGA Design Group, Inc. is requesting approval of a zoning change and site plan for the Department of Public Safety North Training Facility, located at the northeast corner of E. Dove Rd. and N. White Chapel Blvd. The requested zoning change is from “SF-1A” Single-Family Residential District to “S-P-1” Detailed Site Plan District with “CS” Community Service District uses to include an indoor firing range as an accessory use. The proposed facility will include a one-story building to house training classrooms and a fire station, an indoor firing range, a four-story training tower and a driving course.  NOTE: As part of the approval, City Council requested that staff further evaluate the need for and the location of a DPS Training Tower.

On behalf of Terra /Shady Oaks, G.P., LLC, Paul Spain is requesting a zoning change and development plan from “SF-20” Single Family Residential to “RPUD” Residential Planned Unit Development for approximately 35.66 acres located in the southeast portion of the Shady Oaks subdivision. The property is located along the west side of the 800-1020 block of Shady Oaks Drive and the south side of the 600-901 block of Sherwood Drive. The purpose of the zoning change is to reconfigure the 50 lots previously referred to as Phase 1B and Phase 2 into 62 lots, bringing the total number of lots in Shady Oaks to 148 lots.

Specific Use Permit for a Mass Gathering for Oktoberfest in Southlake Town Square

The Southlake Chamber of Commerce is requesting approval of a specific use permit for Oktoberfest, which is an annual mass gathering event at Southlake Town Square. The applicant is requesting that the event be permitted one weekend annually for three (3) consecutive years (2010, 2011, & 2012).  The expected attendance of the event is approximately 55,000. The event remains within the general scope of previous events. 
This event has been held annually since 2002.

Revised Preliminary Plat for Carillon Phase 1A

Hines Southlake Land L.P. is requesting approval of a revised preliminary plat for Carillon Phase 1A (Residential).  This plat includes 48.547 acres and 94 residential lots.  The purpose of this request is to revise the geometric shape of the open space/public park land located along the north boundary of E. Kirkwood Boulevard.  This revision also eliminates a street which was to connect E. Kirkwood Boulevard to St Tropez between Lots 4 and 5, Block 24.

Zoning Change & Site Plan for Miron Grove Office Park

On behalf of RCC Miron Office Ltd, Corgan Associates, Inc. is requesting approval of a Zoning Change and Site Plan for Miron Grove Office Park, located at 300 Miron Drive, to amend the uses and regulations of the existing “S-P-2” zoning regulations.  The applicant is requesting to revise the existing “S-P-2” Generalized Site Plan District uses and regulations to allow “ambulatory surgical center/clinic (no overnight stay)” as a permitted use as well as allow an additional short-term covered parking space (or “carport”) and screening wall to screen new generators and HVAC units.  The covered parking space and generators are required in order to meet state regulations for ambulatory surgical care facilities.  No other changes to the “S-P-2” regulations or Concept/Site Plan are being proposed.
