The Southlake Department of Public Works consists of eight divisions: Administration and Engineering Services, Engineering Inspections, Streets and Drainage Maintenance, Water Administration, Water Utilities and Maintenance, Wastewater Collection, Storm Water Utility, and City Facilities. The eight divisions work together within the Department to provide construction and maintenance of critical infrastructure for Southlake residents. The services provided by Public Works serve as the behind-the-scenes functions necessary to make the City a viable place to live.

The Department is responsible for reviewing all engineering designs for roadways, waterlines, sanitary sewer lines, and storm water lines for all new residential and commercial developments in the City. The department manages a five year $30-million capital improvements program, procures and distributes the City's potable water, manages the City's wastewater collection, and maintains the City's streets, roadside ditches and waterways. In addition, the Department oversees numerous contracts for services and inter-local agreements with neighboring cities.


Administration and Engineering Division

The Administration and Engineering division oversees the planning, engineering design, and construction of the City's Capital Improvement Program (CIP). Staff identifies needed projects to improve and maintain streets, construct water lines to increase system capacity, rehabilitate existing infrastructure and address drainage issues, construct sanitary sewer lines, and construct trails and sidewalks. Staff also reviews and approves all engineering design plans for new residential and commercial developments. The City Engineer and Civil Engineers review design plans for compliance with Public Works ordinances, standard construction details, State and Federal laws, and sound engineering practices. The Administration and Engineering Division also negotiates Inter-local Agreements with neighboring cities for services, and oversees a variety of contracts; such as contracts with utilities for water, and contracts with cellular providers for lease space on City water towers.


Engineering Inspections Division

The Engineering Inspections Division works closely with the Engineering team to provide input regarding the constructablitily of engineering designs.  The Engineering Inspectors enforce Public Works Ordinances and ensure construction occurs per "Released for Construction" construction plans.  They also inspect, approve percentage or work completed, and approve contractor payments throughout the project construction phase, and respond to resident inquiries and complaints regarding construction, and post-construction clean-up and site rehabilitation.


Operations - Streets and Drainage Division and Storm Water Utility Division

The Public Works Streets and Drainage division maintains all of Southlake's streets. This division is responsible for the maintenance of 15,554 square feet of concrete streets and 26,747 square yards of asphalt roads and streets. Activities include asphalt patching and resurfacing, crack sealing, pothole patching, and grading of unpaved streets. The division addresses issues with roadside signage, street curb and gutter, street medians, traffic signals, and sidewalks. The Division's street maintenance and repair are geared in part at maintaining or exceeding a Pavement Quality Index (PQI) of 7.8.  This division also performs drainage system repairs and maintains bar ditches, culverts and channels to enhance storm water flow, including 3,000 linear feet of ditches and 10,000 linear feet of Creeks. Citywide mosquito larva control is also among this division's many duties.

The Storm Water Utility Division addresses localized projects to remedy drainage problems that affect the general public.  Major drainage projects are funded via the CIP program.  This division is also responsible for the creation and updating of the City's Storm Water Management Plan following Phase II permitting best management practices for storm water and erosion control.


Operations - Water Division and Water Administration Division

The Public Works Water division manages the daily operations of Southlake's potable water distribution system consisting of three major pump stations capable of processing over 28,000,000 gallons of water daily, ground and elevated storage tanks with capacities totaling 19,000,000 gallons of water daily, 248 miles of distribution pipe lines (ranging in size from 6 to 42 inches), 2,374 fire hydrants and 6,224 valves city-wide. This water distribution system provides drinking water for over 9,742 customers daily. Staff also installs new water taps, repairs water mains, and installs and replaces residential and commercial water meters. The water division also takes water samples at new construction sites, and conducts bacterial samples for compliance with TCEQ (Texas Commission on Environmental Quality) requirements.

The Water Administration Division creates and prints the City's annual Water Quality Report with data provided from our water supplier, the City of Fort Worth.  They are also responsible for logging and addressing all customer inquiries, service requests, and complaints in the Munis and Accela Work Order systems, directing operational inquiries to the appropriate staff, providing timely and courteous customer service and administering all operation divisions' payroll.


Operations - Wastewater Division

The Public Works Wastewater Division is responsible for the daily maintenance of 181 miles of collection system (ranging from 6 to 24 inch pipe lines), 3,385 sewer manholes and 14 lift stations. The Wastewater Division supports the collection system to 7,726 sanitary sewer customers. Compliance with the Clean Water Act and continuous interaction with Federal, State, and local agencies are important parts of this division's responsibilities. 


Operations - Facilities Division

The Facilities Division is responsible for maintaining all City facilities including Town Hall, DPS West and Headquarters, Senior Center, Municipal Service Center, Bob Jones Nature Center, Tennis Center, and two Southlake Town Square parking garages.  The total square footage of City facilities maintained by the Facilities Division is 697,760.
