GUIDELINES FOR RESIDENTIAL / COMMERCIAL / INDUSTRIAL DEVELOPMENT

This is a general guideline outlining the steps that should be taken to meet the requirements of the Public Works Department Development Process. (Project Checklist) More or less information may be required depending on the specific development project.
Developer's Agreement

A Developer's Agreement (Commercial / Residential Agreement), between the developing entity and the City Council is required for all developments. This Agreement outlines the requirements of the Developer regarding permits, fees, bonds, insurance, indemnification, etc.
Since this Agreement must be executed by the City Council, adequate time must be allowed for the Agreement to be produced, executed by the Developer, included on the City Council Meeting Agenda, and brought to City Council for execution. Generally the process can take 3-4 weeks depending on complexity and/or City Council meeting schedules.
Development of Construction Plans

Construction plans and specifications must be produced under the supervision of a Professional Engineer registered in the State of
The Developer should submit a minimum of four (4) complete sets of Construction Plans for City review. Once the Construction Plans are considered complete, the Developer should submit four (4) sets of final plans, plus what is required for contractors, subcontractors, engineers, testing laboratories, surveyors, etc. to be stamped "Approved for Construction" by the City. All plans used for construction of the project should be approved, stamped sets.
Preconstruction Conference

Prior to any construction taking place on the project site, a Preconstruction Conference must take place (Development Pre-Con Agenda). Attendees should include the Developer, the Engineer of Record, the General Contractor and all subcontractors that will be constructing public infrastructure.
Prior to scheduling a Preconstruction Conference, the Construction Manager must receive the following:
- A copy of the fully executed Developer's Agreement
- Admin (2% of cost of Public Infrastructure) & Inspection Fees (3% of cost of Public Infrastructure) [Must be accompanied with a detailed breakdown of construction costs for public infrastructure]
- Payment & Performance Bonds naming the City of Southlake as the bondholder and verification of the bonds from the bonding company
- An Insurance Certificate in the amounts specified in the Developer's Agreement, naming the City of Southlake as an additional insured.
- Construction Site Water Permit (Required during Stage 2 or higher of drought conditions)
Project Acceptance

Substantial Completion
In a residential subdivision, at substantial completion, the City will release ten percent (10%) of the total lots to the Developer for construction. In order for a project to be considered substantially complete all streets must be accepted, all traffic signs and street signs must be installed, all lighting must be installed and operable and the water, wastewater and drainage systems must be accepted.
Final Acceptance
Prior to Final Acceptance of the project the following is required:
- A final inspection must be performed involving personnel from Engineering, Water, Wastewater and Streets & Drainage Departments.
- Three (3) printed sets and one (1) electronic copy of Record Drawings must have been received by the Construction Manager.
- The City must be reimbursed for all inspection overtime attributed to the project
