Water Use For Construction Activities
During Stage 2 or higher of drought conditions, the City requires that all developers or contractors complete and submit a Construction Site Water Permit for water use related to construction activities. The completed application should be submitted to the Public Works Department to the attention of the project engineer responsible for the development. Final permit approval will rest with either the Director or Deputy Director of Public Works. An approved permit will need to be posted or available at the construction site.
Here is a step-by-step outline to walk you through the permit application process.

- What is the definition of a construction site?
- For the purpose of applying for a Construction Site Water Permit, a construction site is defined as either a multi-lot sub-division development or a commercial site that is using water from a bulk meter attached to a fire hydrant.
- Who is required to complete a Construction Site Water Permit?
- All developers or contractors working on a project that meets the construction site definition in Question #1 above are required to apply for a permit.
- Allowed at any time on any day with an approved Construction Site Water Permit:
- Watering for dust control
- Watering for sub-grade stabilization (road base preparation for paving of public streets)
- Water line testing and cleaning
- Allowed before 10 AM or after 6 PM on any day with an approved Construction Site Water Permit. However, not allowed between the hours of 10 AM and 6 PM.
- Watering of sod, grass seed or hydromulch inside of detention ponds for erosion control only
- Watering of the overall construction site including sod, grass seed or hydromulch if it was installed prior to the initiation of Stage 2.
- What construction activities are non-exempt from the Stage 2 watering restrictions?
- Prohibited on any day at any time:
- Watering of the overall construction site including sod, grass seed or hydromulch if it was installed after the date Stage 2 was initiated (Please check the City's Latest News page for information). Sod, grass seed or hydromulch installed after the cut-off date will have to follow the once every 5 day, before 10 AM and after 6 PM, Stage 2 mandatory irrigation schedule.
- Note: The Department of Public Works requests that the installation of ground cover and landscaping on the general construction site be delayed until Stage 2 restrictions are lifted. Lack of sod/seed or landscaping will not hold up final acceptance of engineering projects.
- Watering of the overall construction site including sod, grass seed or hydromulch if it was installed after the date Stage 2 was initiated (Please check the City's Latest News page for information). Sod, grass seed or hydromulch installed after the cut-off date will have to follow the once every 5 day, before 10 AM and after 6 PM, Stage 2 mandatory irrigation schedule.

- How will I know if my permit application is approved?
- The responsible project engineer will review the permit application and make a recommendation for approval or denial. Final approval authority rests with the Director or Deputy Director of Public Works. The project engineer will contact you with a permit status.
- Does the Construction Site Water Permit need to be posted on-site?
- Yes. An approved Construction Site Water Permit will be required to be posted or at least available at the construction site for review at the request of Code Enforcement.
