New Construction Meters
Utility Billing processes the applications for water meter installations.
Contractors and developers, please read Water Meter Specifications prior to completing any forms.
If permits were issued prior to November of 2008, please contact our office before filling out any forms. For all new water meter installations, please complete the Water, Sewer and Stormwater Fee Assessment Worksheet in the Utility Billing Office including a copy of the receipt for permits. An authorized representative of a business must present all forms including proof of identity IN PERSON. Once Utility Billing receives the application, it will be forwarded to the Planning/Public Work Department for review and assessment. Our office will contact you once we receive the fees from the Planning Department. This will take approximately five business days. The following guidelines must be met in order for the meter to be properly installed:

The address must be posted at the building site

It must be evident where the meter is to be set

The meter box must be dug up and lifted out of the ground (check with your plumber)

The curb stop must be exposed (check with your plumber)
Once the above items have been completed and you are ready to have the meter installed, please contact our department at 817-748-8051. At that time, a work order will be submitted to Public Works to have your meter set. Please allow one to two business days from the time specified for Public Works to complete.
Also, be advised that if any of the above items have not been completed by the time Public Works attempts to install your water meter, the meter is considered NOT READY. At this time a $5.00 trip fee and an additional $15.00 service fee will be charged to you. These fees will be charged each time Public Works attempts to set the meter for you and it is not ready.
