The City of Southlake's Drought Contingency Ordinance outlines mandatory steps that will be taken in the event water rationing is required. Water restrictions may be triggered by supply, distribution system, and treatment system constraints. They can also be triggered by the City of Fort Worth or Fort Worth's wholesale water provider, Tarrant Regional Water District (TRWD). Ordinance No. 662-D details the triggers and actions associated with the City's three stages of water management. These stages are:

  • Stage 1 - Water Watch
  • Stage 2 - Water Warning
  • Stage 3 - Emergency Water Use Management

Here is a summary of the stages, their requirements, and certain exceptions. To learn more about the specific triggers for each stage or additional information, please review the Drought Contingency Ordinance No. 662-D in its entirety.

Normal(Year-round)
  • Lawn and landscape watering with a sprinkler system must be done before 10am or after 6pm any day of the week.
  • Watering between 10am and 6pm is allowed with a handheld hose or drip system.
Stage 1 - Water Watch

All water customers must follow this watering schedule allowing for watering on 2 days of the week (one weekday and one weekend day):

  • Residential addresses ending in an even number (0,2,4,6,8)may only water on Wednesdays & Saturdays before 10am or after 6pm.
  • Residential addresses ending in an odd number (1,3,5,7,9) may only water on Thursdays & Sundays before 10am or after 6pm.
  • Non-residential locations may only water on Tuesdays & Fridays before 10am or after 6pm.

Prohibited Actions:

  • Watering except on the above schedule of twice per week.
  • Watering between 10am and 6pm.
  • Watering on Mondays.
  • Hosing off paved areas, buildings, or windows other than in preparation to paint.
  • Actions which create water running into the street.
  • All users are encouraged to reduce the frequency of draining and refilling swimming pools.

 

  • Watering between 10 a.m. and 6 p.m. is allowed with a handheld hose.
  • Newly installed shrubs (first year) and trees (two years) may be watered up to two hours on any day by handheld hose,drip irrigation, or a soaker hose.  Tree watering is limited to an area not to exceed the drip line of the trees.
  • Foundations may be watered up to 2 hours on any day using a handheld hose; or using a soaker hose or a drip system placed within 24 inches of the foundation that does not produce a spray of water above the ground.
  • Establishing new turf is highly discouraged at this time. The City recommends postponing the installation of turf and /or landscaping until cooler temperatures. However, if hydro mulch, grass sod, or grass seed is installed for the purposes of establishing a new lawn, the area may be watered any day of the week before 10am or after 6pm for the first 30 days while it is being established.   • Use of water from designated fire hydrants for construction purposes may be allowed under a special permit from the Public Works Department. View Water Use for Construction Activities to learn more.
  • Golf course greens and tee boxes may be watered only as needed to keep them alive; however watering must be done before 10 a.m. and after 6 p.m.  Fairways may be watered in accordance with the once per week schedule.  Golf course roughs may not be watered.
  • Professional sports fields (playing fields with a stadium only - not surrounding landscaping) may be watered as needed to maintain league standards.
  • Stock at commercial plant nurseries is exempt from Stage 1 day-of-the-week watering schedule, but must still water before 10am or after 6pm.
  • Water use provided by a private well or from a pond or other impoundment not filled using potable water may be used to irrigate any day of the week.

Requested Actions:

  • Hotels, restaurants, and bars are encouraged to serve drinking water to patrons on an "on demand" basis.
  • Hotels are encouraged to implement laundry conservation measures by encouraging patrons to reuse linens and towels.
Stage 2 - Water Warning

All water customers must follow this watering schedule allowing for watering only 1 day of the week:

  • Residential addresses ending in an even number (0,2,4,6,8)may only water on Wednesdays before 10am or after 6pm.
  • Residential addresses ending in an odd number (1,3,5,7,9) may only water on Thursdays before 10am or after 6pm.
  • Non-residential locations may only water on Tuesdays before 10am or after 6pm.

Prohibited Actions:

  • Watering except on the above schedule of once per week.
  • Watering between 10am and 6pm.
  • Watering for dust control except as required to protect the public health.
  • Prohibit the operation of ornamental fountains or ponds that use potable water except where necessary to support aquatic life.
  • Prohibit filling of swimming pools with automatic valves.
  • Skinned areas of sport fields may not be watered for dust control.

  • Hotels, restaurants, and bars are encouraged to serve drinking water to patrons on an "on demand" basis.
  • Hotels are encouraged to implement laundry conservation measures by encouraging patrons to reuse linens and towels.
  • Watering between 10 a.m. and 6 p.m. is allowed with a handheld hose.
  • Newly installed shrubs (first year) and trees (two years) may be watered up to two hours on any day by handheld hose, drip irrigation, or a soaker hose.  Tree watering is limited to an area not to exceed the drip line of the trees.

  • Washing of any motor vehicle, motor bike, boat, trailer, airplane, or other vehicle shall be limited to the use of a handheld bucket or a handheld hose equipped with a positive shutoff nozzle for quick rinses.  However, vehicle washing may be done at anytime on the premises of a commercial car wash or service station.  Washing prohibitions may be exempt if the health, safety, and welfare of the public require frequent vehicle cleaning, such as garbage trucks and food transportation. 
  • Golf course greens and tee boxes may be watered only as needed to keep them alive; however watering must be done before 10 a.m. and after 6 p.m.  Fairways may be watered in accordance with the once per week schedule.  Golf course roughs may not be watered.
  • Professional sports fields (playing fields with a stadium only - not surrounding landscaping) may be watered as needed to maintain league standards.
  • Large multi-station irrigation: outdoor watering may take placed in accordance with a  variance granted by the director, if it is determined that a property cannot be completely watered in a single day, and that the property should be divided into sections to be watered on different days.
  • Water use provided by a private well or from a pond or other impoundment not filled using potable water may be used to irrigate any day of the week.
Stage 3 - Emergency Water Use Management

Prohibited Actions:

  • Landscape watering
  • Installation of new landscaping.
  • Operation of ornamental fountains or ponds except to support aquatic life.
  • Draining, filling, refilling swimming pools, wading pools and/or Jacuzzi pools. Existing private and public pools may add water to maintain pool levels; however they may not be refilled using automatic fill valves.
  • Washing of vehicles is restricted to commercial car washes.
  • Foundations may be watered up to 2 hours on any day using a handheld hose; or using a soaker hose or drip system placed within 24 inches of the foundation that does not produce a spray of water above the ground.
  • Trees may be watered up to 2 hours on any day by handheld hose, drip irrigation or soaker hose before 10am or after 6pm to an area not to exceed the drip line of the trees.
  • Golf course greens may only be watered by handheld hose as needed to keep them alive before 10am or after 6pm.
  • Stock at commercial plant nurseries may be watered only with a handheld hose, handheld watering can, or drip irrigation.

Requested Actions:

  • Hotels, restaurants, and bars are encouraged to serve drinking water to patrons on an "on demand" basis.
  • Hotels are encouraged to implement laundry conservation measures by encouraging patrons to reuse linens and towels.
  • Commercial and industrial water users are required to reduce water use by a set percentage determined by the Director of Public Works.
