Stormwater Management for Construction Sites

The Texas Commission on Environmental Quality (TCEQ) regulates constructions sites through the Stormwater General Permit for Construction Activity (CGP). Although all constructions sites are regulated and polluted discharges from any construction activity is prohibited, very small disturbances are exempt from pre-planning for those potential discharges.  Because the TCEQ requires municipalities provide oversight of construction sites' compliance with the CGP, the City of Southlake requires that all permittees complete the SWPPP Pre-Application Form for review by Public Works Administration. Please be prepared to answer the following:

  • Name and contact of the permittee.
  • The number of acres to be disturbed and a determination whether the construction site is part of a common plan of development.
  • Where required, the permit number issued by the TCEQ. Where a permit number was not issued (small construction sites), a permit number shall be issued by the City of Southlake.

What happens after the pre-application is filled out?


  • The City of Southlake will review the information provided and make a determination if a SWPP is required, at which point the applicant will be notified.
  • The applicant may submit the SWPPP to the Public Works Department by email to Zayne Huff ( or deliver a hard copy to 1400 Main Street, Suite 320.
  • Upon review and approval of the SWPPP, the Public Works Department will provide a letter of acceptance.
