Water Tower Cell Service Leases
Creating a Water Tower Cell Lease
The City of Southlake has a current process for adding new cell carriers to existing water towers. If you are a new provider looking for lease space on a City water tower, please start by filling out the form linked below:
New Water Tower Cell Lease Procedure:
- Requestor submits the Water Tower Cell Lease Request application found on the City’s website.
- Application is received and processed for review by Engineering Assistant.
- Application goes out to Water Supervisor, Operations Manager, and Engineering Assistant for review. This review takes between 5-10 business days.
- If approved, a draft of the Ground and Water Tower Lease Agreement (2021) will be sent for review to the requestor.
- After review, if requestor agrees to the lease terms, two (2) executed original hard copies of the Ground and Water Tower Lease Agreement (2021) will be completed by the Requestor and mailed to:

- Upon receipt of the originals, they will be sent to CMO for counter-signing. This takes between 3-7 business days.
- Once the agreement is fully executed, an original will be sent back to the Requestor for records keeping. The other will be placed in the City of Southlake Records Room.
- A letter of Lease Acceptance will be sent to the Requestor, granting them permission to begin construction.
- All scheduling and access to water towers for construction will be worked out through the Water Department, beginning with Kurt Long ([email protected]).
Amending a Water Tower Cell Lease
If you are an existing cell service provider operating on a City water tower and you wish to make equipment changes or repairs, please fill out the form below:
Amendment to Existing Water Tower Cell Lease:
- Requestor submits the Water Tower Cell Lease Request application found on the City’s website.
- Application is received and processed for review by Engineering Assistant.
- Application goes out to Water Supervisor, Operations Manager, and Engineering Assistant for review. This review takes between 5-10 business days.
- If approved, a draft of a Ground and Water Tower Lease Amendment for the specified site will be sent for review to the requestor.
- If approved, two (2) executed original hard copies of a Ground and Water Tower Lease Amendment will be completed by the Requestor and mailed to:
